Peton participated in the meeting on the Amur GPP project in the Svobodny administration

On March 16 the mayor of Svobodny held a business meeting with the representatives of Gazprom Pererabotka Blagoveshchensk LLC and SRDI Oil & Gas "Peton", LLC. PETON is the designer for construction of a camp for the employees of the gas processing facilities in the town of Svobodny.

Besides the mayor Deputy of the Administration Head for Housing Services and Utilities, Construction and Architecture S.V. Belousov, Head of the Town Planning, Architecture and Major Construction for the Svobodny Administration Yu. G. Borozdin, Deputy of the Town Council of People’s Deputies I.A. Kievskaya, Head of the Property and Land Use Department of Gazprom Pererabotka Blagoveshchensk, LLC A.V. Belousov, Head of Geodetic Support Department of Gazprom Pererabotka Blagoveshchensk, LLC I.V. Maydanyuk participated in the meeting. SRDI Oil & Gas "Peton", LLC was represented by Amur GPP residential area Project Manager O.A. Baydin, Head of the HSE Department I.B. Lyanger, Head of the C&I Department for SRDI Oil & Gas "Peton", LLC S.V. Popluzhny.

A changed concept of the new residential area construction was discussed. Project Manager Oleg Baydin said, that the concept did not provide for any detachment from the rest of the town. Previously planned townhouses would remain in the plot plan, but other residential houses would have five storeys with lifts. The quality of accommodation planned for gas workers has not been implemented either in Moscow or in any other city. Blocks of four five-storey houses would have an inner court with dimensions of 100 by 100 meters. The residential area is planned to have a school for 900 pupils, a kindergarten for 360 children, a polyclinic for 220 adults and 70 children visits, a roofed-in full-size hockey rink, a 50-meter Olympic standard swimming-pool and a universal gym. Also a bowling, a restaurant, a children’s art school including study groups for grown-ups, a concert hall with 750 seats, three garden squares, different administrative buildings, including the Gazprom office.

The minutes also contain proposals on including a stadium construction in the project, connection to a new boiler house and new waste treatment facilities of the former military town of 15 five-storey buildings and a hospital, on linking the town’s water supply system to the central Pyorsky raw water intake facility via the working iron-removal station, on the location for the fire station, police centre, on desirable construction and design of the residential houses’ facades and rooftops. Besides, the variants for construction of the temple complex and civil registry office were discussed.

Also different aspects of industrial and environmental monitoring were discussed at the meeting. These aspects include the analysis and comprehensive assessment of the current state of the various components of the environment and the estimate of change of their state under the influence of natural and human induced factors. Operational environmental monitoring program was developed in accordance with the Russian Federation environmental protection laws, the solutions in the VNIPIgazdobycha PJSC project documentation and with regard to the data of engineering and environmental surveys.

According to the press-relations service of the Government of the Amur Region no signs of oil products spill and contamination, or dumping construction, solid, and liquid waste were found during the monitoring process on the site and constructed approach roads. No dump banks, signs of the wheeled or track vehicles motion are found beyond the site and constructed approach roads. The results of the soil samples examination show that the soil in the area of the Amur GPP construction is intact and uncontaminated. The results of the air monitoring showed no influence of the construction works on the nearest residential area in the village of Yukhta. Content of pollutants in the background and reference marks does not exceed the permissible levels (MCL).

Since the start of the preparation work in August 2015 over 863 thousand m3 of top soil was removed, over 641 thousand m3 of soil was developed, almost 540 thousand m3 of soil was compacted, 9.8 km of approach roads were constructed.

Environmental monitoring will be carried out on all stages of the Amur GPP construction in order to collect data on the efficiency of environmental protection measures, provision of recommendations and proposals on removal and prevention of the impacts on the environment.

Gazprom’s Amur GPP will become the largest in Russia and one of the world’s biggest gas processing facilities. Phased commissioning of the GPP’s technological lines will be synchronized with the development of Gazprom’s production capacity in Yakutia and the Irkutsk Region.

2019 will see the peak of construction, when over 15 thousand people will be mustered to the construction site. In 2016 the manpower at the site will be 2.1 thousand people, in 2017 it will increase to 7 thousand, and in 2018 – to 14.9 thousand.

During the construction over 2.8 mln m3 of sand, 61.6 thousand piles, 432.7 thous. m3 of concrete, 164.5 thous. tonnes of steel structures, 1.6 thous. km of piping, 285 thous. m3 of mineral wool items, 10.2 thous. km of cable will be used.
