Vladimir Putin, who was at the Vostochny Cosmodrome, took part in the groundbreaking ceremony via teleconference. By request of the head of Gazprom Alexey Miller, Putin gave the command for driving the first pile of the future plant.

Gazprom's CEO Alexei Miller stated the Amur gas processing plant is "one of the key facilities in the integrated Power of Siberia project” He noted that “purified methane will be supplied to Eastern Siberia and the Far East, and will also be exported to China.”

The Amur GPP will be the largest of its kind in Russia and one of the world’s major gas processing facilities, with a nominal capacity of up to 49 billion cubic meters of gas a year. The gas processing plant will also include a helium production block with an annual output of up to 60 million cubic meters, the largest in the world.

Gazprom Pererabotka Blagoveshchensk (owner of the Amur GPP construction project, part of Gazprom Group) and NIPIgaspererabotka (part of SIBUR) signed a contract to become partners to design, coordinate equipment supplies, and manage construction at the Amur GPP project. The GPP will be located near the town of Svobodny in the Amur Region.

It is planned to engage 2 thousand people in construction in 2016, 9 thousand in 2017, and 15.2 thousand in 2019. Amur GPP operation will create approx. 3 thousand workplaces.

Gazprom representatives ensured that the new plant would be modern, innovative, and environmentally friendly. It is planned to construct gas chemical facilities in the period from 2021 to 2029.  Sibur intends to make final investment decision in 2016
